Ukraine Develops Strategy for F-16 Fighter Jet Integration
Airpower experts propose a plan for Ukraine to achieve bursts of air superiority using F-16 fighter jets in combination with other military assets.

As Ukraine prepares to receive F-16 fighter jets from Western allies, military strategists are developing plans to effectively integrate these aircraft into the country's air force. Retired U.S. Air Force Lt. Gen. David Deptula and Christopher Bowie, in a report for the Mitchell Institute, outline a strategy for Ukraine to achieve localized air superiority.
The proposed plan involves a multi-step approach. Initially, Ukrainian forces would identify optimal locations and times to gain air superiority along the front lines. This would be followed by a large-scale deception operation to confuse Russian forces about the true location of a major attack.
The strategy calls for the deployment of numerous drones against various targets, including energy infrastructure, to further disorient Russian troops and deplete their interceptor missile stocks. Ground forces would simultaneously use long-range weapons like HIMARS and ATACMS to target Russian radars, surface-to-air missile systems, and artillery.
Crucial to the operation would be extensive electronic warfare to jam Russian reconnaissance capabilities, as well as the strategic positioning of long-range surface-to-air missiles to engage and deter Russian fighter jets. This comprehensive approach aims to create windows of opportunity for Ukrainian F-16s to gain air superiority over specific areas, allowing them to strike Russian units, logistics, and transportation networks effectively.
However, the experts acknowledge potential challenges, including resource limitations and training requirements. The effectiveness of Ukraine's F-16 force will depend on factors such as the number of jets received, available armaments, pilot proficiency, and maintenance capabilities.
While F-16s represent a significant capability upgrade for Ukraine, offering systems and weapons previously unavailable to them, they are not considered a silver bullet solution. The 50-year-old aircraft will face formidable challenges, particularly from Russia's advanced air defense systems.
